VFF adopts FIFA 2026 laws: V-League enters a new era against time-wasting

The referee raises his hand and begins a five-second countdown. The throw-in taker rushes to place the ball, the goalkeeper calculates each pass. This scene will become familiar in the V-League from the 2026-2027 season. The Vietnam Football Federation has confirmed it will adopt the new laws FIFA used at the 2026 World Cup. This is not a tactical revolution, but a revolution in game management. Based on my years of following the V-League, time-wasting habits are deeply rooted. Players lie on the pitch, walk slowly to the touchline, and goalkeepers hold the ball while waiting for teammates to retreat. These behaviors break the flow of matches. The new rules target behavior, not specific teams. VFF wants more active playing time and more attractive matches. Four key changes will apply. First, substitutions must be completed within ten seconds. Second, throw-ins and goal kicks must be taken within five seconds. Third, a goalkeeper may hold the ball for no more than eight seconds; a violation gives the opponent a corner kick, not an indirect free kick as before. Fourth, a player who covers their mouth to insult an opponent or referee will receive a red card. The ten-second substitution rule tests coaching staff preparation. When a team wins, I look at the bench before looking at the goal. A team with clear substitution plans will not be caught off guard. A team lacking discipline will waste time and lose attacking momentum. The five-second limit for throw-ins and goal kicks is a test of habit. Many Southeast Asian players are used to slow restarts. The visible countdown creates clear psychological pressure. European leagues already operate at this pace, but the V-League needs time to adjust. The eight-second goalkeeper rule has deep tactical consequences. Referees were often reluctant to award an indirect free kick for a violation. A corner kick is a softer punishment, so referees will blow the whistle more often. This forces teams to develop quicker build-up patterns and choose goalkeepers who can distribute well. Football has no luck, only details that have not yet been organized. A goalkeeper who holds the ball for six seconds, waits, then holds for another three seconds – that is not bad luck, that is poor preparation. Teams that train fast distribution will benefit. Teams that rely on long clearances will concede unnecessary corners. The mouth-covering red card is the most striking rule. It targets unsporting behavior and is a clear signal that VFF wants to clean up the football environment. However, referees face a difficult judgment call when they cannot hear the words. Controversies will happen. Do not celebrate the five-second, eight-second, or ten-second numbers too quickly. The blind spot is enforcement. Will V-League referees count consistently in tense matches? Inconsistency will create injustice. The match is no longer decided only by beautiful combinations, but by the players' ability to respect time. The early season will bring red cards, penalty corners, and heated debates. In the long run, the new rules help Vietnamese players adapt to FIFA standards. When the national team competes internationally, they will not be surprised by the pace. This is a long-term benefit. The real question is not whether VFF had the courage to adopt FIFA laws, but whether referees have the courage to blow the whistle correctly from round one. Without that, every number on paper means nothing. The V-League needs referees who understand they are protecting the time of the match, and therefore protecting fairness for the team that plays faster. The new rules promise a more properly paced season. Well-prepared teams will adapt quickly; slow teams will pay the price. I will especially track the number of corner kicks awarded for the eight-second goalkeeper violation. If the number drops over time, the rule is working. Data will tell the truth, not emotion.
